"The assistant secretary of defense for African affairs, Theresa Whelan, says the move is designed to provide more focus for the U.S. military's efforts in an increasingly important part of the world. Whelan says while other U.S. regional commands focus on using diplomacy and combat power to address problems, Africa Command will have larger diplomatic and aid components and will focus on helping local governments prevent problems ranging from terrorism to acquired immunodeficiency syndrome (AIDS)."
