Air Force leaders made a fateful decision in 1995—to manage command and control (C2) as a weapon system in its own right. This led to a weapon being re-worked and unleashed with devastating power—the power of coordinated attacks with previously unheard-of speed. This powerful weapon, known as the Combined Air Operations Center (CAOC) or Joint Air Operations Center (JAOC) depending on the campaign and partners involved, is the nerve center for any air campaign. The first major re-designed AOC was fielded at Prince Sultan AB, Saudi Arabia.
