The western Balkans remain at risk of becoming failed states. An objective analysis of the situation in the western Balkans combined with the analysis of EUCOM's Theater Cooperation Strategy Plan (TSCP) shows that EUCOM has done a commendable job in progressing toward the desired end state of stability in the Balkans. That being said, there is significant room for improvement, especially in the arenas of information operations and strategic communications.

The EU’s present visa regime with the countries of the Western Balkans is fostering resentment, inhibiting progress on trade, business, education and more open civil societies, and as a result contributing negatively to regional stability. Full visa liberalisation for all will probably have to wait until the Balkan states are much closer to EU membership. But selective liberalisation for certain identified groups, and visa facilitation for all applicants would go a long way toward showing governments and citizens alike that reforms do pay off.

Analyzes the security cultures of Germany and the United States as they evolved under the impact of the war in Bosnia-Herzegovina from 1992 to 1995, and argues that the option of forceful and effective intervention in European affairs was at the outset simply not imagined by the George H. W. Bush administration. The security culture of the United States began to shift from abstention in the early 1990s to a more effective and intensive intervention in European affairs.

The Bosnian War is an example of a regional separation using a separation zone, while the city of Mitrovica in Kosovo is an example of a divided city. Situations where rival populations are intermingled, either regionally or locally, lend themselves to the establishment of protected areas. The United Nations safe areas in the Bosnian War are regional examples of protected areas, while the Baghdad "gated communities" established by Multi-National Corps-Iraq are local examples.

Serbia’s main problems include: (1) weak civilian control of the military and intelligence services, (2) inadequate legal basis and appropriate legislation for effective leadership to transform the military and intelligence services, and (3) a deeply troubled heritage stemming from the period when Milosevic was in power.
