The military base-closing process scheduled for 2005 is already starting
to heat up. The Los Angeles Times reported last week that the Pentagon had plans
to close more than 100 installations, including one-fourth of all Army bases and

Accordino's book derives from his experience in Virginia trying to engage a recalcitrant state government to face the reality that the Base Realignment and Closure (BRAC) process was going to have potentially serious, disruptive impacts on the economic health of several communities in the state. While this book is directed at the Virginia experience, it also provides some sense of the problem and how it was addressed in other states. The methodology combines some simple economic analysis with in-depth interviews with local decision makers.

The Army's process for selecting installations has remained fairly constant during the last three BRAC rounds, in 1991,1993, and 1995.
This report offers ten criteria it argues should characterize an effective BRAC process and analyzes the Army's 1995 process in light of those criteria. It then goes on to suggest an improved process.

A grant funded the deconstruction of several buildings to study less expensive ways to reuse the area. The data of the study reveals the wealth of materials available for recovery at military
