FUTURE JOINT WARFIGHTING FORCES
ACSC Research Seminar Topic
What is the Future Joint Warfighting Force Going to Look Like? Is transformation really working? Which service has transformed the most and will it lead to increased capabilities and increased joint capabilities? Has battlefield digitization taken the joint warfighting force to the next level? How will space systems enhance current and future joint forces? How will joint warfighting operations enable the future combat force?

The Bush Administration came into office announcing its intention to transform the military into a more effective and lethal force. Perhaps the most visible transformation effort involving the Navy is the drive to modernize the surface combatant force.

The information technologies being adopted and the doctrine and tactics they afford will launch another revolution in military affairs. The digitization of the U.S. Army represents the greatest change in warfighting since the Napoleonic era and lays the foundation for the conduct of warfare in the 21 century.

The US Army is now in the process of transforming itself to meet security interests and the need for land power that span the globe, now and in the future. The following essays are representative of current thinking at the U.S. Army War College by students considering the nature and direction of this transformation.

The authors examine the trends in the strategic environment in their development of the Future War/Future Battlespace. One fact is clear. Traditional warfighting has changed in the post 9-11 era. The U.S. military must adapt or fail.

The problems and issues tracked during QDR 1997 are far from being resolved and there is no clear guidance on what will be demanded in QDR 2001. The most glaring problems are the lack of a comprehensive approach to treating resources and understanding the effects of resources on strategy and transformation alternatives.

This document provides a clear, concise approach for transforming the Department of Defense. It identifies the critical elements of transformation, assigns roles and responsibilities for promoting transformation, and describes how the Department will organize to implement transformational capabilities. It also depicts the outcome we must achieve: fundamentally joint, network-centric, distributed forces capable of rapid decision superiority and massed effects across the
battlespace. Realizing these capabilities will require transforming our people, processes, and military forces.

The Army of the future is undergoing a transformation from a forward deployed
"Cold War" army to a power projection force. This transition will
eventually result in a fully digitized, more tailorable, rapidly expandable,
strategically deployable, and effectively employable organization.

Erwin, Sandra I. Joint 'Air Picture' Fractured by Long Standing Rivalries. National Defense 86:36-37 December 2001.
Inter-service and company rivalries increasingly are coming into play in a Defense Department program that aims to create a common air picture for US military forces. A common air picture helps coordinate operations in joint warfare so that, at any given time, Army, Navy, Air Force and Marine units in the battle zone can detect and track all airborne objects, discriminating friend from foe.

Network-centric warfare is the philosophical overcoat for the collection of systems and organizations that promises to enable greater sensitivity, totality, and accuracy in gathering information and a reduction in decision-making time. The U.S. Navy is more comfortable with network-centric warfare concepts than other services because of its intimate use of radar. Key arguments of the concepts center around the display where all relevant information is available to all levels of command, thereby shortening the time for action and reaction. The global positioning system (GPS) is the most widespread and dramatic example of a radio, spacecraft and computer system that is revolutionizing military command and control.
