- DEFINITION. The Conference of Federal Degree Granting Institutions (FDGI) is a voluntary association of Federal institutions of higher education which award accredited associate, baccalaureate, or graduate degrees, which are seeking to award such degrees, or which are affiliates of degree granting Federal institutions.
