TRAINING IN OUR NAVY.  THIS MESSAGE PROVIDES ATTENDANCE POLICY AND

IMPLEMENTATION DETAILS.
2.  ATTENDANCE POLICIES.  ATTENDANCE AND SUCCESSFUL COMPLETION OF
THE APPROPRIATE LEADERSHIP TRAINING COURSE (LTC) IS MANDATORY FOR
ALL HANDS AT SPECIFIC CAREER MILESTONES.  LEADERSHIP TRAINING
BEGINS IN ACCESSION TRAINING (RECRUIT TRAINING, ROTC, OIS, OCS, AND
USNA) AND CONTINUES WITH LTC ATTENDANCE AND OTHER PROFESSIONAL/
MILITARY TRAINING THROUGHOUT A SAILOR'S CAREER.
    A.  ACTIVE DUTY.
        (1) OFFICER ORDERS ISSUED AFTER THE DTG OF THIS NAVADMIN WILL
REQUIRE ATTENDANCE AT THE APPROPRIATE LTC EN ROUTE TO SPECIFIC
ASSIGNMENTS:
            (A) FIRST DUTY ASSIGNMENT (0-2 YEARS OF COMMISSIONED
SVC):  ALL OFFICERS, REGARDLESS OF COMMISSIONING SOURCE, WILL ATTEND
THE BASIC OFFICER LEADERSHIP TRAINING COURSE EN ROUTE TO THEIR FIRST
DUTY ASSIGNMENT.  OFFICERS WITH TECHNICAL TRAINING PIPELINES SUCH AS
SURFACE, SUBMARINE, AVIATION AND SUPPLY CORPS OFFICERS WILL RECEIVE
THE BASIC COURSE DURING INITIAL PIPELINE TRAINING.  ALL OTHERS WILL
ATTEND THE COURSE AT THE NAVAL LEADER TRAINING UNIT (NLTU) IN
CORONADO, CA OR LITTLE CREEK, VA EN ROUTE TO THEIR FIRST ASSIGNMENT.
            (B) DEPARTMENT HEAD, AVIATION SECOND SEA TOUR, OR

EQUIVALENT (7-9 YEARS OF COMMISSIONED SERVICE):  OFFICERS WILL ATTEND

TECHNICAL TRAINING PIPELINE OR AT AN NLTU EN ROUTE TO THEIR PCS
ASSIGNMENT.
            (C) EXECUTIVE OFFICER, AVIATION SQUADRON DEPARTMENT HEAD
OR EQUIVALENT (11-14 YEARS OF COMMISSIONED SERVICE):  OFFICERS
ORDERED TO AN XO OR XO EQUIVALENT BILLET WILL ATTEND THE XO VERSION
OF THE ADVANCED OFFICER LEADERSHIP TRAINING COURSE AT THE COMMAND
LEADERSHIP SCHOOL, NETC, NEWPORT, RI.  OFFICERS ORDERED TO AVIATION
SQUADRON DEPARTMENT HEAD BILLETS OR EQUIVALENT WILL ATTEND THE OTHER
VERSION OF THE ADVANCED COURSE AT AN NLTU EN ROUTE TO THEIR PCS
ASSIGNMENT.
            (D) COMMAND (15-21 YEARS OF COMMISSIONED SERVICE):  O-5/
O-6 OFFICERS EN ROUTE TO THEIR FIRST COMMAND (INCLUDING PROSPECTIVE
XOS OF AVIATION SQUADRONS) WILL ATTEND THE COMMAND LEADERSHIP COURSE
(CLC) IN NEWPORT, RHODE ISLAND.
        (2) WARRANT OFFICERS/LIMITED DUTY OFFICERS WILL ATTEND THEIR
INITIAL LEADERSHIP TRAINING COURSE DURING THE LDO/CWO INDOCTRINATION
COURSE.  THEY WILL ATTEND SUBSEQUENT COURSES EN ROUTE TO THE APPRO-
PRIATE LEADERSHIP TOUR.

        (3) ENLISTED SAILORS WILL ATTEND LEADERSHIP TRAINING AFTER
SELECTION TO E-5, E-6, CPO, AND CMC/COB.
            (A) PO2/PO1/CHIEF PETTY OFFICER:  ATTENDANCE IS REQUIRED
AT THE APPROPRIATE COURSE WITHIN 18 MONTHS OF ADVANCEMENT TO THE NEW
PAYGRADE.  FAILURE TO MEET THIS TIMELINE REQUIRES FLAG OFFICER
APPROVAL.  COMPLETION OF THE REQUIRED COURSE IN THE CURRENT GRADE IS
MANDATORY BEFORE SAILORS CAN ADVANCE TO THE NEXT PAYGRADE, EXCEPT AS
NOTED IN PARAGRAPH 2.A.(4).  COURSES WILL BE OFFERED ON A REGULAR
BASIS AT THE NAVAL LEADERSHIP TRAINING SITES LISTED BELOW AND BY
SCHEDULED MOBILE TRAINING TEAM VISITS TO OTHER REGIONS.  PARENT
COMMANDS ARE RESPONSIBLE FOR SCHEDULING ATTENDANCE BY SAILORS
SELECTED FOR ADVANCEMENT.
            (B) CMC/COB.  LEADERSHIP TRAINING FOR CMC/COB WILL BE
IN CONJUNCTION WITH ATTENDANCE AT SENIOR ENLISTED ACADEMY (SEA).
        (4) GRANDFATHERING.  FOR SAILORS IN PAYGRADES E-6 AND E-7,
PREVIOUS COMPLETION OF THE E6/7 NAVLEAD OR LMET COURSE SATISFIES
LEADERSHIP TRAINING REQUIREMENTS FOR ADVANCEMENT UNTIL 1 OCT 1999.
SINCE NAVLEAD ATTENDANCE WAS NOT PREVIOUSLY REQUIRED FOR E-5'S, ALL
SAILORS CURRENTLY SERVING IN PAYGRADE E-5 WHO BECOME ELIGIBLE FOR
ADVANCEMENT PRIOR TO 1 OCTOBER 1999 WILL BE GRANDFATHERED UNTIL THAT

DATE.  AFTER THE GRANDFATHER PERIOD, ALL E-5/6/7 SAILORS MUST HAVE
SUCCESSFULLY COMPLETED THE NEW LEADERSHIP TRAINING COURSE IN THEIR
CURRENT PAYGRADE TO BE ELIGIBLE FOR ADVANCEMENT.  ATTENDANCE AT THE
EARLIEST OPPORTUNITY IS HIGHLY ENCOURAGED.
        (5) WAIVERS.  ONLY THE CHIEF OF NAVAL PERSONNEL (PERS-4)
MAY WAIVE THE REQUIREMENT FOR AN OFFICER OR CMC/COB TO ATTEND
APPROPRIATE LEADERSHIP TRAINING EN ROUTE TO AN ASSIGNMENT.
COMMANDING OFFICERS MUST OBTAIN APPROVAL OF THE FIRST FLAG OFFICER IN
THE CHAIN OF COMMAND ON A CASE BY CASE BASIS TO DELAY ANY SAILOR'S
ATTENDANCE AT REQUIRED LEADERSHIP TRAINING MORE THAN 18 MONTHS PAST
THE SAILOR'S ADVANCEMENT DATE.  EACH REQUEST MUST INCLUDE THE REASON
FOR REQUESTED DELAY AND PROJECTED CLASS COMPLETION DATE.  IF CIRCUM-
STANCES WARRANT, AN ENLISTED SAILOR MAY BE RECOMMENDED FOR AND TAKE
THE ADVANCEMENT EXAM BEFORE ATTENDING THE REQUISITE LTC.  HOWEVER,
ENLISTED SAILORS MUST COMPLETE THE COURSE BEFORE THEY ARE ADVANCED.
    B.  SELECTIVE RESERVE PERSONNEL.
        (1) SELRES OFFICERS.  SELRES OFFICERS ASSIGNED TO
COMMISSIONED UNITS WILL MIRROR THE ACTIVE FORCE LTC REQUIREMENTS.
OTHER SELRES OFFICERS ARE NOT REQUIRED TO ATTEND.
        (2) SELRES ENLISTED.  SELRES PERSONNEL WHO ADVANCE TO E-6

AND E-7 PAYGRADES WILL ATTEND THE SAME LEADERSHIP TRAINING COURSES AS

PAYGRADE.
        (3) COMNAVRESFOR WILL ISSUE LTC GUIDANCE IN A FORTHCOMING
ALNAVRESFOR.

DIRECTLY.  MOBILE TRAINING TEAMS (MTT'S) HAVE BEEN SCHEDULED TO
PROVIDE MAXIMUM TRAINING OPPORTUNITIES TO UNITS NOT LOCATED IN FLEET
CONCENTRATION AREAS.  FY-97 MTT SCHEDULES FOR ENLISTED LTC'S WERE
PROMULGATED BY REFS B AND C.  FY98 MTT SCHEDULE IS REF D.  OFFICERS
WILL BE SCHEDULED FOR THE APPROPRIATE LTC DURING PCS TRANSFERS.
THERE IS NO GRANDFATHER PERIOD OR "BACK FILL" ATTENDANCE REQUIREMENT
FOR OFFICERS, BUT COMMANDS ARE ENCOURAGED TO UTILIZE "SPACE

AVAILABLE" QUOTAS AT THE NLTUS FOR OFFICER DEVELOPMENT IN THEIR
CURRENT LEADERSHIP BILLETS.
4.  ENROLLMENT PREREQUISITES.
    A.  PERSONNEL ATTENDING THE LEADERSHIP TRAINING WILL BE FULLY
ENGAGED FOR THE ENTIRE TWO WEEKS AND SHALL BE RELEASED FROM ALL
DUTIES AND TASKING AT THEIR COMMAND.  DAILY OUTSIDE READING IS
REQUIRED WITH SEVERAL HOURS OF PREPARATION USUALLY NECESSARY TO
BEGIN THE NEXT TRAINING DAY.
    B.  PHYSICAL FITNESS WILL BE CONDUCTED IN A STRUCTURED MANNER,
NOT ONLY TO SATISFY THE REQUIREMENT FOR PT THREE TIMES WEEKLY, BUT
AS AN ENABLING OBJECTIVE TO ENHANCE THE EFFECTIVENESS OF THE COURSE.
PERSONNEL WITH DOCUMENTED MEDICAL LIMITATIONS WILL BE PERMITTED TO
ATTEND.  THEY WILL PARTICIPATE IN THE CLASS PT TO THE MAXIMUM EXTENT
FEASIBLE.
    C.  ALL STUDENTS WILL RECEIVE A HEIGHT/WEIGHT/BODY FAT EVALUATION
DURING CHECK-IN.
        (1) CREDIT FOR COURSE COMPLETION WILL BE WITHHELD UNTIL
WITHIN STANDARDS.
        (2) GAINING AND LOSING COMMANDS WILL BE NOTIFIED THAT THE
STUDENT IS OUT OF STANDARDS AND MUST BE PLACED ON A REMEDIATION

PROGRAM.
        (3) REPORTING SENIORS WILL BE DIRECTED TO MARK THE SAILOR NO
HIGHER THAN 2.0 ON THE FITNESS REPORT AND COUNSELING RECORD IN
ACCORDANCE WITH NAVOP 043/95 AND TO CERTIFY WHEN PRESCRIBED STANDARDS
HAVE BEEN REACHED SO THAT COURSE COMPLETION CREDIT CAN BE PROPERLY
RECORDED.
5.  DOCUMENTATION OF COMPLETION.  UPON GRADUATION, ENLISTED STUDENTS'
RECORD OF COURSE COMPLETION WILL BE ENTERED BY THE PARENT COMMAND ON
PAGE 4 OF THE SERVICE RECORD; OFFICER STUDENTS WILL BE ASSIGNED THE
APPROPRIATE AQD BY THEIR DETAILER, DENOTING LEADERSHIP SKILL TRAINING
FOR THE ENSUING BILLET.
