Colonel Frank Fields is the Chair, Department of Warfighting. He has served in a variety of command and staff positions at Squadron, Group, Wing, and Unified Command levels. His most recent assignments include: Commander, 437th Operations Group, Charleston AFB, SC; and Commander, 15th Special Operations Squadron, Hurlburt Field, FL. He has commanded an Expeditionary Special Operations Squadron, an Expeditionary Special Operations Group, and an Air Expeditionary Group (AMC), all in the CENTCOM AOR during Operation Iraqi Freedom and Operation Enduring Freedom. In addition, he served on the HQ USSOCOM staff as Chief of Plans/Programs and Joint Special Operations Command Liaison to the National Capital Region, USSOCOM Washington Office, The Pentagon. He is a command pilot with over 4,000 hours in the T-37B, MC-130E/H and C-17A. He graduated from Virginia Tech in 1983 with a BA in History and Political Science. And, he has an MA in History from Virginia Tech and an MA in National Security Affairs from The Naval Postgraduate School. Both of his MA theses were published. In 1985, H. E. Howard Press published his book, 28th Virginia Infantry Regiment, C.S.A., as part of the Virginia Regimental Histories Series. In 1998, European Security published his article, “Military Professionalism in Post-Communist Hungary and Poland: An Analysis and Assessment”. He is a graduate of the Air War College, the Armed Forces Staff College, and the Air Command and Staff College.

Colonel Stephen M. Fisher is the Air Mobility Chair to Air University, Maxwell Air Force Base, AL. In this capacity, Colonel Fisher provides specific, functional air mobility expertise to the Commander Air University and the institutions/colleges of the Air University. Colonel Fisher graduated from University of Central Florida in 1983 as an ROTC distinguished graduate following prior service in the Army. He is a distinguished graduate from the Squadron Officer School, and a graduate of Air Command and Staff College and Air War College. He holds a Master's degree in Operations Management from the University of Arkansas and a Master’s Degree in Strategic Studies from the Air War College. Colonel Fisher commanded the 734th Air Mobility Squadron at Andersen Air Force Base, Guam. More recently the colonel served as deputy commander of the 22nd Mission Support Group at McConnell Air Force Base, KS, and commander of the 816th Contingency Response Group at McGuire AFB, NJ. Past assignments include staff tours as a War and Mobilization Plans officer at both Air Mobility Command and Headquarters Air Force. He also commanded the 386th Mission Support Group at Ali Al Salem, Kuwait. Col Fisher is a master navigator with over 3,500 hours in the T-37, T-43, C-9 and C-130.

Mr. Harry Foster is Deputy Director of the USAF Center for Strategy and Technology at Air University where he leads research into future technologies and their implications for OSD and Air Force strategy. A member of the Grand Strategy Program faculty, he is responsible for developing and leading the Warfighting Practium syllabus designed to expose students to emergent strategic issues and resulting defense challenges. A former Air Force Colonel, Mr Foster flew F-16s, B-2s and B-1s in combat, served on the Air Staff as a CHECKMATE branch chief, and led USCENTCOM’s Combined Air Operations Center Strategy Division. He holds masters degrees from the Harvard Kennedy School, Marine Command and Staff College, the School of Advanced Air and Space Studies, and Air War College.

Dr. Bert Frandsen is an associate professor in the Air War College’s Warfighting Department. He is the Exercise Director for the college’s capstone wargame, Global Challenge, a one-week strategic decision making exercise conducted at the Air Force Wargaming Institute each spring. He is also responsible for Block V, Joint Operations Planning, of the college’s Warfighting Course. He teaches the Strategy and Warfighting courses, and assists with Joint Land Aerospace and Sea Simulation (JLASS) and America’s Air Force electives. Dr. Frandsen is a historian of technology specializing in aerospace technology and war. His publications include Hat in the Ring: The Birth of American Air Power in the Great War, published by Smithsonian Books. His article, “America’s First Air-Land Battle,” won Air and Space Power Journal’s Ira Eaker Award for the top article of 2003. His research interests are joint operations planning and joint lessons learned from OEF and OIF.
