Colonel Raymond O’Mara, USAF, is a member of the Strategy Department at the Air War College and the Director for the Grand Strategy Program. He is a command pilot with over 2,100 hours in the F-15C and has served in numerous operational and operational test flying assignments, including tours in PACAF and ACC, as well as Operations PROVIDE COMFORT, NORTHERN and SOUTHERN WATCH, and NOBLE EAGLE. He was the Deputy Division Chief of the Operational and Export Policy Division, Directorate of Special Programs, Assistant Secretary of the Air Force (Acquisition), the Chief of the F/A-22 Integration Office at the 1st Fighter Wing, and commanded the 83d Fighter Weapons Squadron, the USAF’s air-to-air Weapon System Evaluation Program (WSEP). He is a graduate of Air Command and Staff College, the School of Advanced Airpower Studies, and the Air War College, and he holds a Ph.D. from the Massachusetts Institute of Technology in Technology, Policy, and Engineering Systems. His areas of interest and expertise include airpower theory and doctrine, the relationship between technology and policy, and the human-machine relationship, including the social construction of technology.
