National Security Studies is the product of a partnership between the Maxwell School of Citizenship and Public Affairs at Syracuse University and the Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University. Two of the nation’s most prominent institutions bring world-renown reputations for expertise in public management and national security strategy to the development and conduct of three distinct courses of DoD’s senior leadership: National Security Management Course, National Security Leadership Course, and National Security Decision Making Seminar.

- Use a large-scale computer game, such as Civilization
- Have faculty play the game to set up a crisis -- having manipulated the political, economic, military, and other aspects
- "Save" the game at the crisis point and make a copy of the "saved" game data for each group of students (each group will be using its own legal copy of the commercial game)
- Create intelligence briefings and other support material, to communicate to the students the details of the situation
- Create "cheat sheets" for the faculty of likely student actions and or questions ... and appropriate faculty inputs
- Bring the student groups together - each group attempting to solve the crisis using their strategic leadership skills
- Let each group play through the crisis, and probably a bit past it (so the unintended consequences have a chance to show up)
- Have each group discuss what they did, and why, and their view of how well it turned out
- Use the metrics of the game (such as stock market, unemployment, number dead, etc.) to help evaluate each game (including discussion of how much each metric would be valued by the decision-makers in this situation)
- And/or have groups compare their solutions and results of their efforts
- Gather student and faculty feedback for improvement of the crisis criteria and support materials
- Total cost: $50-$100 per group (depends on game chosen)
