TOS WAIVER
POC-ERP (FY 2010)
Timelines: All waivers must be submitted to AFROTC/RRUE between postmarked NET 15 July and NLT 1 September each year. Many of our waivers require coordination with AFPC and this is not a quick process as there are many different sections at AFPC (and here) that need to review the waivers. All waivers must be approved prior to package submissions. We do not need the entire package when submitting waivers. Only waivers are due prior to the package deadline. If an applicant does not have approved waivers, they will be unable to submit their package.
Applicants who don't meet all the requirements for commissioning (physical, moral, fitness, etc.) listed in AFI 36-2013, chapter 1, and AFI 36-2005, will need to obtain a waiver. These applicants must submit a Waiver Request Letter long with documentation to support the request.
Age Waivers: Applicants 30 or older by board date must submit a Waiver request letter. Applicant must be able to commission before their 35th birthday. This limitation is set by public law (10 U.S.C. 532) and can not be waived. Check out the age requirement page for more details.
You must submit the following documents in support of waiver request:
- Copies of all college transcripts (to include CCAF)
- Form 48 with school and detachment coordination
- AFOQT Results (all test results must be submitted if the test was taken more than
once)
Civil/Moral Offenses
Three or more category 1 or one category 2 offense constitute a waiver submission. As a guide, consider a total of 10 independent civil/moral involvements in a lifetime, or five independent civil/moral involvements within the previous 18 months, as unacceptable for entry into AFROTC. Additionally, AFROTC will not waive a series of significant involvements of a similar nature. For example, if an applicant shows a trend of receiving speeding tickets for clearly excessive speeds that represents willful disregard for the law, entry into AFROTC would not normally be appropriate since the individual in question has not moderated their behavior after counseling.
Category 1 Offenses
The following civil/moral offenses (as single offenses and not identified inclusively IAW the paragraph above) do not require waivers but must be listed on the AF IMT 56. Three or more category 1 offenses will constitute a waiver submission.
Blocking or retarding traffic
Crossing yellow line, driving left of center
Disobeying traffic lights, signs, or signals
Driving on shoulder
Driving uninsured vehicle
Driving with blocked or impaired vision
Driving with expired plates or without plates
Driving with suspended or revoked license; or, without license
Driving without registration or with improper registration
License plate improperly displayed or not displayed
Operating overloaded vehicle
Playing vehicle radio/stereo too loud (noise/sound pollution)
Seat belt violation
Speeding
Spinning wheels; improper start
Zigzagging or weaving in traffic
Category 2 Offenses
The following civil/moral offenses require waivers and must be listed on the AF IMT 56 (This list is not all inclusive - similar and more serious offenses also must be listed and do require waivers)

Altered/False identification when intent is t purchase alcoholic beverages
Careless or reckless driving
Committing or creating a nuisance
Curfew violation
Damaging road signs
Disorderly conduct, creating a disturbance, boisterous conduct, disturbing the peace
Failure to appear for minor traffic offenses
Failure to comply with an officer's directions
Fare evasion (includes failure to pay turnstile fees)
Fighting, participating in a brawl
Illegal betting; gambling, operating illegal handbook, raffle, lottery, or punchboard, watching a cockfight
Liquor or alcoholic beverage: unlawful possession or consumption in public place (includes minor in possession and open container)
Purchase, possession, or consumption of alcoholic beverages by minor
Racing, drag racing, contest for speed
Shoplifting, larceny, petty larceny, or theft
Trespass of property
Unlawful assembly
Vagrancy
Vandalism: defacing or injuring public property
Violation of fireworks law
Violation of fish and game laws
Applicants with three or more category 1 or at least one category 2 ( or similar/more serious) civil/moral involvements (item 15 on the AF Form 56) must also include the following with their Waiver Request Letter:
For each incident, submit an AFROTC Form 4 describing the incident.
For each incident, submit a copy of the AFROTC Form 14 already signed by the corroborating agency...this document is a release of information related to the incident (please include an address for the court or agency involved).
Copies of all EPRs and a Records Review RIP.
AFOQT Waivers: Typically, AFOQT scores are not waiverable.
In rare cases, HQ ROTC may waive failing scores on the Verbal of the AFOQT provided the applicant has taken the test twice and failed it twice.
HQ Air Force ROTC will consider requests to waive failing AFOQT Verbal scores after one administration only in exceptional circumstances (i.e., in situations where the the member may not have time for a readministration before exceeding statutory age limits for commissioning). Applicants seeking AFOQT waivers must include the following documentation with their Waiver Request Letter:
Copies of transcripts from all colleges attended (to Include CCAF).
Approved AFOATS Form 48, Academic Plan, signed by both school and detachment officials.
Copies of both AFOQT test results
TOS/DEROS Waivers:
Time on Station Waivers: IAW AFI 36-2110, paragraph 2.25.3 and AFI 36-2013, Table 1.1, rule 9 - all time on station waivers need to be approved by a general or flag officer or equivalent Federal civilian grade, or a colonel in a wing commander position or equivalent. For most individuals, this will be their Wing/CC. Individuals must have one year TOS (ref. AFI 36-2013, Table 1.1, rule 6 for overseas long tour applicants--separate rules apply) by the application date with the exception of individuals serving a short tour, they must have at least 9 months on station at the time of separation. All waivers must be approved prior to submitting a package for a commissioning program.
DEROS Waivers: IAW AFI 36-2110, paragraph 3.8.9 and AFI 36-2013, Table 1.1, rule 7 - all DEROS waivers need to be approved by a general or flag officer or equivalent Federal civilian grade, or a colonel in a wing commander position or equivalent. For most individuals, this will be their Wing/CC. All waivers must be approved prior to submitting a package for a commissioning program
DEROS Extension.
For individuals at an OCONUS location, IAW AFI 36-2013, Table 1.1, rule 7, the applicant may not apply if the applicant does not apply before the 25th day of the 8th month before the date eligible for return from overseas month....translated: applicants must have approximately 8 months left on station by the package due date. The MPF can help the applicant determine what the new DEROS will need to be to be eligible to apply. If the applicant does not, they must request an extension through their normal base channels. If the applicant does not have enough time remaining on their assignment, they will be ineligible to apply for a commissioning program.
Assignment and Assignment Availability Code (AAC) Waiver: IAW AFI 36-2013, Table 1.1, rule 4 for Assignment and AFI 36-2110 para 2.15 for AAC, the applicant may not apply if the applicant has been selected for an assignment, however, an applicant may request an assignment waiver which, if approved, will defer the applicants report no later than date until after the board release. If the waiver is approved, the applicant is then eligible to apply for the program. If the applicant is selected, the assignment will be cancelled. If the applicant is not selected, the applicant will proceed to their next duty assignment. For AAC/ALC other than code 05, applicant must submit a waiver if they have an assignment code on their Record Review Rip (i.e. AAC 36, 44, 30, O, etc). Waiver request letter
One-Term Curtailment: For individuals that wants to waive one term of the 2 years must submit a waiver request letter, Form 48, and transcripts.
Bankruptcy Waiver (item 16 on the AF Form 56). If you have ever declared bankruptcy, you must submit a waiver request letter to HQ AFROTC/RRUE. You will need to submit the following
AFROTC Form 4 -Submit an AFROTC Form 4 describing the incident. Applicants must have personnel within their chain of command or education office witness them write the statement and sign bottom of AFROTC Form 4
AFROTC Form 14 - Submit a signed copy of the AFROTC Form 14 signed by the corroborating agency...this document is a release of information related to the incident (please include an address for the court or agency involved).
- Waiver request letter MUST signed by you, your squadron CC, and your education office.
Financial Waivers for E-3s and below (ASCP, SOAR, and POC-ERP only): Applicants in the grade of E-3 and below are required to submit a financial waiver regardless of income to expense ratio. Applicants must be able to have an income that is at least $2000 more per year than their expenses. You must submit a waiver request letter signed by you and your squadron CC to HQ AFROTC/RRUE. You must include the following documentation with the waiver request letter:
- AF Form 357, Dependent Care Certification (if a single parent or mil-to-mil with dependents)
- If submitting AF Form 357 include the following documents:
- AF Form 3010, Applicants complete section I thru IV and first sergeant or commander completes section V. Other sections are omitted until arrival at detachment if applicant is selected.
DD Form 785 Waiver: Applicants who have been disenrolled for officer candidate-type training must submit a waiver request. Letter must be signed by you and your squadron CC to HQ AFROTC/RRUE. You must include the following documentation with the Waiver Request Letter:
- Copy DD Form 785, Record of Disenrollment from officer candidate-type training
- Copy of DD Form 214
Please note that letters of recommendation are not permitted in applications for the AFROTC-sponsored enlisted commissioning programs.
SUBMISSION DEADLINES/BOARD DATES:
There is one POC-ERP selection board each year. Application packages must be submitted to HQ AFROTC/RRUE postmarked NLT 15 October of each year to meet the board. The board meets in November. Generally, we expect most students to start classes the following fall term. Results will be released to the applicants commander listed on the application package in December of each year.
Airmen interested in applying for this program must coordinate their application package through their base education office. The staff of the base education office must:
Notify the Military Personnel Flight to place the airman in AAC 05. Place applicant in AAC 05 status no earlier than 1 month prior to the application deadline.
Verify the data in sections 22-25 (page 5) of the AF Form 56.
